Quality Objectives
Quality Objectives are specific, measurable goals established by an organization's top management to support its Quality Policy and drive the continual improvement of its Quality Management System (QMS).
Quality Objectives are the defined, quantifiable targets an organization aims to achieve to demonstrate its commitment to quality, fulfill requirements, and enhance customer satisfaction. They serve as the measurable expression of the organization's overarching Quality Policy.
Quality Objectives are essential to the Planning component of standards like ISO 9001, ensuring that quality management is goal-oriented and measurable.
Mandatory Requirements and Regulatory Context
The establishment of Quality Objectives is a fundamental and mandatory requirement under global Quality Management System standards:
- FDA QSR/QMSR (21 CFR Part 820): Management with executive responsibility is required to establish its quality policy and objectives for quality. Furthermore, when management reviews the suitability and effectiveness of the quality system, they ensure it satisfies the requirements of Part 820 and the manufacturer's established quality policy and objectives.
- ISO 9001:2015: The standard explicitly requires the organization to establish and communicate documented Quality Objectives. These objectives are part of the Planning section (Section 6).
- Quality Policy Framework: The Quality Policy itself is required to provide a framework for setting quality objectives.
Characteristics and Alignment of Quality Objectives
To be effective, Quality Objectives must meet several criteria and be systematically aligned throughout the organization:
- Consistency and Measurability: The quality objectives shall be consistent with the quality policy and be measurable. They must also be relevant to product and service conformity customer satisfaction.
- Alignment with Business Strategy: Objectives should be aligned with the overall business strategy and cascaded throughout the organization. For instance, objectives established around reducing defect rates or improving customer satisfaction scores can be translated into department-specific goals.
- Documentation and Communication: Quality objectives must be communicated and maintained as documented information.
Planning and Achievement
The process of defining and tracking Quality Objectives is integral to the QMS and involves specific planning steps:
Scope and Level: The organization is required to establish quality objectives at relevant functions, levels, and processes needed for the quality management system.
Planning to Achieve: When planning how to achieve its quality objectives, the organization must determine:
- What will be done?
- What resources will be required?
- Who will be responsible?
- When will it be completed?
- How will the results be evaluated?
Monitoring and Review: Objectives must be monitored and updated as appropriate. The extent to which quality objectives have been met is a required input for the Management Review process.
Role in Continuous Improvement
Quality Objectives are explicitly linked to the principle of continuous improvement, serving as quantifiable targets that measure success:
- Purpose: The purpose of the quality objectives is to determine the conformity of the requirements (customers and organizations), facilitate effective deployment, and improve the quality management system.
- Data Analysis: The results from monitoring and measurement are analyzed and evaluated to assess the performance and effectiveness of the quality management system and the degree of customer satisfaction. This evaluation helps convert subjective "quality" into quantitative data for measurement and comparison, which is crucial for continuous improvement practices.
Analogy for Understanding Quality Objectives
Suppose the organization's Quality Policy is the commitment to drive safely and efficiently across the country. In that case, the Quality Objectives are the GPS goals and specific dashboard metrics that make that commitment measurable and actionable.
For example, the Policy is "We will ensure on-time delivery and minimal fuel consumption." The corresponding Quality Objectives are defined as:
- Increase On-Time Delivery Rate to 98% (Goal: 98%, Responsible: Logistics, Deadline: Q4).
- Reduce Fuel Consumption Rate to 20 miles per gallon (Goal: 20 MPG, Responsible: Operations, Monitored: Monthly).
These objectives translate the abstract policy commitment into measurable targets that management can monitor, review, and use to determine whether corrective action or resource changes are needed.
